Police Notes May 22 to 28
Police are investigating an “enticement” of a five year old at the Ballston Commons Mall (read the press release here).
“It’s being investigated as an enticement” (as opposed to ¬a kidnapping) said Det. Crystal Nosal, the public relations spokesperson for the Arlington County Police Department. “It’s tough to know, when you’re dealing with a five year old, what the intent was.”
Kidnapping is when the attacker forcibly takes a person; enticement is when, as here, the attacker lures a child away. She did not know off-hand what the difference in charge would be between “kidnapping” and “enticement.”
They have not found the man, Det. Nosal said, and they have not had any other incidents.
“It doesn’t appear to be a pattern,” she said. They are checking surveillance tapes and talking to potential witnesses, the detective said.

Arlington County Police are seeking volunteers interested in becoming sworn Auxiliary Police Officers to help satisfy this mission while giving back to their community. The support of volunteers has become a critical component of the Arlington County Police Department’s mission to improve the quality of life for every county resident.
Arlington County has maintained a strong Auxiliary Police Officer (APO) program since 1942 to supplement full-time officers during times of need and by providing routine operational support. APOs are trained for a variety of duties that may include uniformed patrol, traffic direction, crowd control and special events. Auxiliary Officers undergo a significant amount of training similar to full-time officers to help prepare them for the duties they are assigned. The police department provides uniforms, body armor, equipment and on-duty insurance. APOs must perform 180 hours per year to maintain their status within the department.
Arlington County plans to hold its next Auxiliary Police training session in the fall of 2009 which takes place during evening hours and weekends over a period of several months. To be considered, applicants must live in Northern Virginia, be at least 21 years of age with at least 60 college credit hours, have a good driving record, be in good health, and have no history of drug use or criminal activity. Selection of candidates is based on overall assessment of the individual’s qualification, background, interpersonal skills, and availability to support the department during periods of greatest need.
To apply or learn more about this extraordinary opportunity to serve your community, please contact Auxiliary Lieutenant Heather Hurlock at 703-228-4057 or by visiting the county web site at https://www.arlingtonva.us.

Police Notes May 5 - 21
The man who accosted several Swanson Middle School students at a bus stop in Buckingham yesterday afternoon has been held under a mental detention order, but has not been charged with a crime.
He is known to police and has a history of mental disorder, said Arlington County Police Detective Crystal Nosal, the public information officer for ACPD. The incident occurred on the 4100 block of N. 3rd St., according to an email sent from Arlington Public Schools.
Police do not believe that the person was attempting abduction, as was first feared, but he may have tugged on the shirt of a boy, which is “scary for a 14-year-old,” Det. Nosal said.
He might be charged with assault and battery for the shirt-tugging, but police are waiting for a health evaluation before proceeding, the detective said. They are not releasing his name at this time since he has not been arrested and because police do not want to run afoul of the Health Information Privacy Act.
The email from the school thanked police for quick action and commended the students for following some basic safety tips such as walking in groups and telling adults quickly so that appropriate action could be taken.

Police Notes April 10 to 23

Some new graffiti on a couple walls and signs has been noticed by at least a handful of people in the neighborhood, but police are neither seeing a rise in gang related activity nor in graffiti in Buckingham, the police say.
“Some of it [graffiti in Buckingham] has been on there longer than usual,” said Det. R. Ross in the gang unit (many county police officers do not provide a first name). But that is because property owners and renters sometimes get tired of dealing with it. It is the responsibility of the landlord to take care of it, though they can also make arrangements for a tenant to do so.
If a wall gets hit time and again, after awhile, “Some of the restaurant owners just don’t care,” he said. Arlington County removes graffiti on public places—street signs and sidewalks, for instance.

The county’s crime rate rose about 14 percent in 2008 as compared to 2007, with thefts of electronic gadgets from cars leading the way. Shoplifting is over 50 percent higher.
In a statement from the department, Police Chief M. Douglas Scott said, “The economic downturn is certainly a factor in the jump in property crimes in our community.”
Det. Crystal Nosal in the Arlington Police Department said much of the time the cars that are hit are unlocked, often in neighborhoods where people feel safe.
“Literally, [thieves] will go from car to car to car. As you can see on some of these crime reports, they can hit six or seven unlocked cars in a row, because people leave them unlocked,” she recently wrote in an email.
Connie Freeman of the Buckingham Community Outreach Center said that a man acting as a federal agent is still forcing men on the Buckingham Shopping corner to hand over wallets, and the robbed men are not reporting the activity to the police for fear of their immigration status and other factors. People have told her that he is a black man under 6 feet tall wearing a DEA T-shirt. Call the non-emergency number if you see him: 703-558-2222.

Letter: Thefts at Kenmore, Cameras Needed
I don't know how much or whether you're interested in including info about Kenmore [Middle School] in the Buckingham HeraldTrib (all of Arlington Forest and part of Buckingham are in the Kenmore boundary, for whatever that's worth), but I thought you might be interested in this info from the Kenmore principal that was posted to the Kenmore listserv:
"This email is to inform you that in the afternoon on Tuesday, March 17, 2009 six students had cell phones stolen along with a few items of jewelry. This incident occurred while students were auditioning for the Diva dance program after school at about 3:45p.m. The student's possessions were left in the locker room, but not secured in lockers. The administrators and the school's Resource Officer are conducting an investigation. Please remind your child to refrain from bringing expensive items to school and to always make every effort to secure their belongings while at school. I believe that we will apprehend the culprit(s) in this case and we will continue to work towards a creating a climate where these safeguards aren't necessary."
Our older daughter was NOT among those affected by this most recent incident, though she did have an item stolen from the locker room in February. She told me that she'd heard that the items were taken from book bags and that the book bags were then put in the shower, with the water turned on; thereby destroying the books and papers in them.
Apparently, the lockers in the locker room are too small for book bags, resulting in many students not securing their bags in that room. (I'm told there isn't enough time between classes to go to the regular hall locker, secure the bag, and then go to the gym locker and change in time for gym - I can't say I've tried timing it though!
I'm bothered by all of this, not just because of the obvious theft problem, but because at the middle school forum I attended before Emily started at Kenmore, it was represented to be a safe and secure facility. I have my doubts. It seems to me that a solution to the locker room theft problem is to either a) install larger lockers, or b) place cameras OUTSIDE the locker rooms so that it records entries and exists. I'll be suggesting this to the principal but I don't expect him to take any action.
Best,
Stephen Goldman
Arlington Forest
I contacted Arlington Public Schools, and Frank Bellavia, a spokesperson, wrote in an email that the items were in purses and backpacks not in lockers. He wrote that students wanted to leave as soon as they were done with the auditions, and since it was after school they thought it was safe to leave them out. Some of the backpacks were put in the showers, and no one has been caught yet, he wrote. --ST
